Yes, the Congress is open for tourists and you can even attend the debates when the Congress meets (that is on Friday morning). Besides this, if you go to the 10th floor in Annex 3 you can get a good view of the city. You can get a free guide in English during afternoon in weekdays. Be sure you have your passport with you.
