It's very usual for people to rent apartments while in Rio, but I don't know if you can rent it for only 3 weeks (you may have to pay for the whole month). Furnished apartments, for up to 6 persons cost 300$ per month in Maracana and 400 in Saude or Flamengo. In Copacabana or Leblon prices vary from 500 to 2000$ for a luxurious place for 4 to 6 persons.
